take him for long walks and if he poops outside you have to really praise him. if he poops in the house show that you are upsad (please no hidding). dogs are really sensitive and will be upsad if you are upsad.
However, maybe he just wants to get your interest with this, or is he doing it only if a special person is around? Maybe he wants to show you that he thinks you misbehave. (my sisters dog is doing so when she does not spend enough time with him).

Puppies actually want to be clean and even human babies cannot stay long without relieving themselves, its a good health sign only thing is that they have to be trained properly. The owner has to teach the puppy to go outside to relieve themselves, but then there is a way to tell them that. First you must understand the signs which express that the puppy needs to go out.As far as small puppies are concerned the owners will have to take them out immediately after they get up, after they have food, if the puppy is very excited over something the owners should take them out immediately as they are likely to urinate when they get excited(state of happiness and fear). As your dog will grow old he will ask you to take him out by barking, whining or going at the door, but of course with time you will understand everything about your dog. This is what you should do to toilet train your dog: if your puppy seems to be uncomfortable then just lift him and take him out and put him down in a place that you think alright for your pup to relieve himself, stand next to him and wait for him

I have a female shih poo that is 11 weeks old and the way that I got her to poo outside was taking her out every few hours or if she was displaying her pre-potty behaviors (sniffing in circles, going to an area where she messed inside, etc) and I would take her out then. Then I repeatedly tell her to go potty and when she does I give her lots of praise along with petting her (when she is done) and sometimes treats. It took a lot of patience and sometimes we were outside for a while, but it has been paying off. She is almost completely house broke a week after I got her.

Awww you must have one stinky house.. Do whatever you did to train him in the first place to pee outside..
Reward him when you see him poo outside, if you catch him in the act inside, gently, pick him up and take him outside, if he continues it ouside give him a reward.. this is what i did for my dog but it was more peeing than pooing so i guess you’re in quite the predicament
