take your puppy to a tub, turn on the shower. it will realize that there is nothing to be afraid of because the shower will be like "rain" to your pup. if he is not scared of the shower, give him a treat then try to take him outside while it is raining.
or, on a cloudy day take your puppy outside before it starts raining. stay outside. when it starts raining pick him up and he will learn.

I think all dogs are scared of water in some sort of way, my chow chow is 2 now and still refuses to go near water, except when hes drinking. It probably takes sometime for your puppy to get used to the rain, or maybe its too cold for him (outside)? regardless its not a serious problem, im sure you will resolve it in no time

First, every time he goes outside, give hima few treats, and then in a few weeks, after he knows that drill, Give him more treats when it rains and he goes out. Then, in about one month, only gigve him treats in the rain, and soon the problem should stop!!
